The Carteret Islands are a small archipelago in the Pacific and belong to Papua New Guinea. When the sea level begins to rise because of climate change and seriously threatens survival on the atolls, the population is forced to abandon their homes, becoming refugees from environmental upheaval. Ursula Rakova leads the community in their exodus toward a new land: the autonomous region of Bougainville. But it won't be easy for them to adapt to their new situation because Bougainville has recently emerged from a civil war that has taken its toll on a population plagued by epidemics and Aids.
